Todd A. Carter serves as the Chief Information and Digital Officer for the City of Baltimore. Joining the City in 2019, he leads the Baltimore City Office of Information and Technology (BCIT). Todd was instrumental in helping the City manage through the 2019 Ransomware attack and prepare the City’s computing infrastructure during the pandemic, which allowed workplace flexibility for City employees. Todd and the BCIT team are currently focused on improving and transforming the City’s use of technology to the benefit of City residents.
Todd worked over 25 years for many companies under the Constellation Energy/Exelon umbrella including BGE, BGE Home, Constellation Energy, and Exelon Corporation. His last role prior to joining the City was Vice President IT for Exelon leading the IT Portfolio Management and Enterprise Architecture functions. Prior to that, Todd served as the Vice President IT for Constellation Retail, Director of Infrastructure Engineering for Exelon, and Project Director for Constellation Retail Transformation.
Todd is a strong believer in developing people and leaders to their fullest potential and in focusing and ensuring IT provides business value. A few of Todd’s notable accomplishments include the consolidation of several nationwide order-to-cash business platforms into a single enterprise platform, the building and executing of IT strategy, and the completion of multiple mergers and acquisitions.
A product of Baltimore City Schools and a proud veteran of the Marine Corps, Todd holds a BS Degree in Information Systems from the University of Maryland Baltimore County (UMBC) and an MBA, Economics concentration, from Loyola College. He is married with one child and enjoys sports, reading, and console/PC gaming.
