Reginald Moore

Dr. Reginald Moore Sr., a native of Georgia, has built a distinguished career in public service with a strong foundation in education. He earned a Bachelor of Science in Biology with a minor in Chemistry from Georgia College, followed by a Master of Public Administration from Georgia College & State University, later obtaining a Ph.D. in Leadership: Sports Leadership from Concordia University-Chicago. His professional certifications include Certified Parks and Recreation Professional from the National Recreation and Parks Association, Certified Financial Officer from the University of Georgia Carl Vinson Institute, and Certified Youth Sports Administrator from the National Youth Sports Alliance.
With over 26 years of experience in local government and parks and recreation leadership, Moore has served in various capacities within the Macon-Bibb County Government. He held key leadership roles as Senior Administrative Officer for Mayor Jack Ellis and as Director and Assistant Director for Macon-Bibb County Parks and Recreation. In these roles, he played a crucial part in managing over $40 million in SPLOST funding to enhance recreation and park facilities, ensuring long-term improvements in infrastructure and community access. Additionally, he has led efforts to expand recreational programming and strengthen community partnerships, fostering greater engagement and accessibility for residents.
In 2017, Moore, his wife, Johnetta, and their three children—Janel, Reagan, and Reginald Jr.—relocated to Baltimore, Maryland, where he currently serves as the Director of Baltimore City Recreation and Parks. In this role, he oversees the stewardship of the city’s vast network of 52 recreation centers, 263 parks, 120 athletic fields, 113 playgrounds, 110 tennis courts, 100 basketball courts, 23 swimming pools, 5 splash pads, and over 120 miles of hiking and biking trails. Leading a dedicated team of full-time, part-time, and seasonal employees across multiple divisions, he works to build healthy communities through people, parks, and programs. His vision prioritizes quality customer service, responsive government, and the preservation of public spaces to ensure Baltimore’s recreational facilities serve generations to come.
Moore remains deeply committed to equity and inclusion in recreation, ensuring that all Baltimore residents—regardless of age, race, socioeconomic status, or ability—have access to safe, high-quality recreational opportunities. Under his leadership, the department actively removes barriers to participation, invests in historically underserved communities, and creates programs that reflect the diverse needs of Baltimore’s residents. By fostering partnerships, engaging the community, and implementing innovative strategies, Moore strives to make recreation a driving force for social change, health equity, and community empowerment. His approach ensures that every resident has the opportunity to connect, play, and thrive in spaces that are welcoming, accessible, and enriching.
Beyond his role in Baltimore, Moore is actively involved in national and local organizations. He serves as a board member and secretary for the National Association of County Parks and Recreation Officials and is an active member of the National Recreation and Park Association and the Maryland Recreation and Parks Association. He also contributes to various boards, including the Macon-Bibb County General Employees’ Pension Fund Board, the Macon-Bibb County Credit Union Association Board, the Cherry Blossom Festival Board, and the Keep Macon-Bibb Beautiful Board. His dedication to advancing diversity, equity, and inclusion in parks and recreation was recognized in 2024 when he received the Ernest T. Atwell Award from the National Recreation and Parks Ethnic Minority Society. He is also an appointed member of the American Academy for Parks and Recreation Administration, further solidifying his influence in the field.
