As the Chief Financial Officer, Michael Moiseyev is responsible for the day-to-day finances of the City of Baltimore, including managing the city’s $4 billion annual budget and serving as the strategic financial advisor to Mayor Brandon M. Scott.
Moiseyev brings a wealth of knowledge and experience to Baltimore. Prior to joining the Scott Administration in October 2022, Moiseyev spent more than a decade working in New York City, most recently serving as the Deputy Commissioner of Finance for New York City. In this role, Moiseyev was responsible for managing a $3 billion budget and overseeing units in auditing, payment, revenue maximization, and revenue accounting/claiming. He also worked with the New York City Office of Management and Budget (OMB), where he served as assistant director of OMB’s education portfolio, which included the expense and capital programs of the NYC Department of Education and the City University of New York. He also served as unit head of the OMB Education Expense team, where he conducted policy analysis and led a team of analysts overseeing the NYC Department of Education’s expense budget. He’s also served as the chief financial officer and deputy commissioner for New York City’s Administration for Children Services.
Moiseyev’s skill set is specific to running infrastructure for large organizations, and he’s successfully implemented policies that have helped modernize the experiences for the constituents utilizing city services.
After immigrating to the United States from the territory formerly known as the Soviet Union in 1991, Moiseyev’s family moved to New York before settling in Pittsburgh where he graduated from high school. He earned a Bachelor of Science in Mathematics from Carnegie Mellon University and a Master of Public Administration degree from Baruch College. He and his wife live in Baltimore.
