Mayor Rawlings-Blake Appoints Neal M. Janey Jr. as Director of Public Safety
Former police officer and prosecutor will also serve as Director of Mayor’s Office of Criminal Justice
BALTIMORE, Md. (October 23, 2015)— Mayor Stephanie Rawlings-Blake today announced that she has appointed Neal M. Janey Jr. to serve as Director of Public Safety/Mayor’s Office of Criminal Justice effective October 26, 2015.
Janey brings a wide range of experiences to the position, having formerly been a Baltimore City police officer, an attorney in the Baltimore City State’s Attorney’s Office and the Maryland Attorney General’s Office, Deputy Chief Legal Counsel to the Baltimore Police Department, and an attorney in private practice. He most recently was an Assistant General Counsel for the Washington Metropolitan Area Transit Authority.
“Neal brings such a depth of experience and knowledge from his work at all levels of our criminal justice system,” said Mayor Rawlings-Blake. “I am confident that he will quickly become an important leader in our all-hands-on-deck approach to reducing violent crime and our work with the U.S. Department of Justice to improve police-community relations.”
In his new position, Janey will serve as both the Director of Public Safety – working with the Baltimore Police Department, Baltimore Fire Department and Mayor’s Office of Emergency Management – and the Director of the Mayor’s Office of Criminal Justice. As the Director of the Mayor’s Office of Criminal Justice, some of Janey’s responsibilities will include coordination of efforts among partner public safety agencies and the facilitation of grant-funded programs that support outreach initiatives for youth public safety programs. Janey will report directly to the Mayor’s Chief of Staff.
“Baltimore City faces urgent crime issues, and I look forward to joining Mayor Rawlings-Blake’s public safety team and contributing to the efforts to make our city safer,” Janey said. “I am hopeful that my time on the street as a police officer, and in the courtroom as a prosecutor and as an attorney representing the police department, will help me bring new perspectives and ideas to the position.”
Janey is a graduate of Morgan State University and the University of Maryland Francis King Carey School of Law.
Janey replaces Stephanie Robinson, who will serve as the Director of Human Resources for the Baltimore Police Department.
The Mayor’s Office of Criminal Justice also recently added two other members to its team.
Lori Lickstein is the new S.A.R.T. (Sexual Assault Recovery Team) Coordinator, working with stakeholders to advocate the city’s response to sexual assaults and human trafficking. Lickstein earned a master's degree from the University of Maryland School of Social Work and brings more than 20 years of experience as a social worker and licensed trauma therapist to the position.
Daisy Heartberg is the new McElderry Park Revitalization Coordinator, organizing the cross-sector partnership for the community and assisting with the goal of long-term neighborhood crime reduction. Heartberg earned a master's degree from the University of Florida in Urban Planning & Regional Planning. Most recently, Daisy worked as the Assistant to Data Clearinghouse Manager at the Shimberg Center for Affordable Housing in Gainesville, Florida
