BALTIMORE, MD (Wednesday, March 10, 2021) — Today at 1:30 PM in the City Hall Ceremonial Room, Mayor Brandon M. Scott will officially appoint Jim Shea to the role of City Solicitor. The appointment follows Monday’s City Council confirmation of Shea.

Shea has served the Scott administration as Acting City Solicitor since January. As City Solicitor, Shea will lead the Law Department and serve as legal advisor to the City. By Charter, he will also serve as a member of the Board of Estimates.

“Jim brings unmatched legal and civic experience to City Hall, and he is committed to charting a new course for Baltimore,” said Mayor Brandon M. Scott. “His dedication to good lawyering, equity and accountability will make him an effective City Solicitor and critical part of my team as we work to build a better city.”

Shea is an acclaimed lawyer and past managing partner/chairman of Maryland’s largest law firm, Venable LLC. He served as managing partner and then chair of the firm, headquartered in Baltimore, between 1995-2017. As a member of the American College of Trial Lawyers, he has tried cases in federal and state court and is recognized as a top lawyer nationwide.

He chaired the Board of Regents of the University System of Maryland, where he oversaw the state’s public colleges and universities. He is a strong advocate for the Kirwan Commission’s recommendations for educational equity and the Blueprint for Maryland’s Future. He was the founding chairman of the Central Maryland Transportation Alliance, and served as chair of the Downtown Partnership of Baltimore and Empower Baltimore Management Corporation.

He has also served on the Equal Justice Council of the Maryland Legal Aid Bureau, the Board of the Greater Baltimore Committee and the Board of the Maryland Chamber of Commerce.

Shea is a graduate of Princeton University and the University of Virginia School of Law. He was a law clerk for the Honorable Joseph H. Young, United States District Court for the District of Maryland, and served as an Assistant Attorney General from 1981 to 1983.

The swearing-in will be livestreamed on the Mayor’s Facebook page. Members of the press can acquire broadcast-quality video and high-quality photographs of the event by contacting sydney.burns@baltimorecity.gov.
