Mayor Scott Releases “Downtown RISE Strategic Action Plan”

BALTIMORE, MD (Wednesday, April 24, 2024) –  Today, Mayor Brandon M. Scott released the full Downtown RISE Strategic Action Plan and unveiled a new website: www.DowntownBaltimoreRISE.com.

Downtown RISE, initially announced in November 2023, serves as a medium-term action plan outlining critical projects, investments, and strategies to chart downtown Baltimore’s next chapter.

“Baltimore is a city of neighborhoods, and for our neighborhoods to be strong, our downtown core must be strong too,” said Mayor Brandon M. Scott. “The Downtown RISE Strategic Action Plan is a framework to guide downtown Baltimore’s next chapter and chart a course towards the future to make downtown even more dynamic, inclusive, and prosperous than it is now. Building on the work we’ve already done, the strategies and actions outlined here will continue to build the renaissance we’re seeing downtown.”

The Scott Administration announced Downtown RISE in November 2023 and released a set of immediate actions to improve the vibrancy of downtown Baltimore. In the five months following the release of the initial phase of Downtown RISE, the Scott Administration engaged hundreds of residents, business owners, nonprofit leaders and stakeholders from across the city to inform the comprehensive Downtown RISE strategy. The strategies included in Downtown RISE serve as the now-to-medium term priorities for downtown investment. 

The third and final phase of Downtown RISE will focus on the long-term 10 year strategic vision for downtown. In partnership with key downtown stakeholders including Live Baltimore, Baltimore Development Corporation, Baltimore Convention Center, the Maryland Stadium Authority, and others, the Scott Administration will continue to engage the community as we finalize a long-term strategic vision for the future of downtown.

In the years ahead, we will feel the momentum of RISE people will see what we already know: that Downtown Baltimore is on the RISE.”

Downtown RISE provides strategies across key four focus areas: 1) economic development, 2) infrastructure development, 3) arts, culture, and entertainment, and 4) public safety and cleanliness.
