BALTIMORE, MD. (Tuesday, May 30, 2023) - Today, Mayor Brandon M. Scott announces the hiring of Adam Manne as the City of Baltimore's Chief Procurement Officer. Mr. Manne will assume this position effective Monday, June 12, 2023.

"Mr. Manne has over a decade of experience in procurement and the implementation of systems that have cut costs by millions of dollars. Updating our procurement process has been a top priority in my Administration, and I am confident in Mr. Manne's ability and expertise in bringing this vital system into the 21st century," said Mayor Brandon M. Scott. "I want to thank our Acting Procurement Officer Keasha L. Brown for leading the agency in an interim capacity, and I look forward to working with Mr. Manne to make this system more efficient and accessible for our residents, while also ensuring timely payment of vendor contracts."

In this role, Mr. Manne will be responsible for overseeing the Bureau of Procurement which purchases goods and services for the City. Mr. Manne will also help to lead the City's Procurement Transformation project which will streamline processes, ensure proper controls and policies are in place, increase stakeholder satisfaction, drive efficiencies, and achieve savings.

Prior to joining the City, Mr. Manne served as the Chief Procurement Officer of Prince William County, Virginia for over a decade. There, Mr. Manne implemented the County's first Procurement Card program and led many procurements that saved the County millions of dollars. Mr. Manne also successfully oversaw the procurement and implementation of a new Enterprise Resource Platform (ERP) to replace the County's legacy financial system in 2016 and the Human Capital Management ERP migration in 2023. He also led the process for a new CAFR writing and reporting software program that interfaces with the current financial system, creating savings in time and increasing efficiency. Under his leadership, the County won the following awards:

  • 2019 National Procurement Institute Achievement of Excellence in Procurement
  • 2020 National Procurement Institute Achievement of Excellence in Procurement
  • 2021 Virginia Association of Counties Achievement Award- Procurement Office Workload Rebalance Project
  • 2022 National Association of Counties Achievement Award- On-demand Procurement Training
  • Previously, Mr. Manne spent nearly three years as a Procurement Officer at Alexandria City Public Schools and held various procurement and business administration roles in the private sector.

    Mr. Manne received his Bachelor's Degree and Master of Business Administration from Strayer University. He is a Certified Public Procurement Officer (CPPO).

    Mr. Manne will report to Deputy Finance Director Yoanna Moisides.
