Director, Mayor's Office of Human Services
Terry Hickey proudly serves the citizens of Baltimore as the Director of the Mayor’s Office of Human Services, where he oversees Mayor Pugh's homelessness strategy and a host of supportive programs, including Baltimore City Head Start and the city’s five Community Action Partnership Centers. A long-standing advocate for youth and families, Terry is the former CEO of Big Brothers Big Sisters of the Greater Chesapeake and the founder of Community Law In Action, a youth-serving nonprofit he created while serving as an Open Society Foundation Community Fellow.
For over a decade, Director Hickey taught legal and legislative advocacy courses at the UM Carey School of Law. In recent years, his teaching has included non-profit management classes at the University of Baltimore’s College of Public Affairs and Community Development courses at the University of Maryland Baltimore County. He is a 2004 graduate of the GBC Leadership Program and a current board member of the CollegeBound Foundation. He is also a husband and proud father of an 8-year old son.
