As Executive Director of the Environmental Control Board (ECB), Rebecca Woods has improved and upgraded the hearing process to ensure that each respondent receives outstanding customer service and a fair opportunity to challenge their citation. Under Ms. Woods’ leadership the goal of the ECB is to provide education through the hearing process, diversion program, and other external opportunities to encourage compliance with the Baltimore City Code. The ECB is a key partner in the Clean Corps program, which is a peer to peer network that links neighborhoods with the City and non-profit organizations to work together to address sanitation concerns. Ms. Woods strives to collaborate with other agencies and outside organizations to address sanitation, health, and quality of life issues for the residents of Baltimore.
Ms. Woods joined the ECB in December of 2014. From 2008-2014 she served the City of Baltimore as an Assistant State’s Attorney where she prosecuted District Court cases and lead the investigation, preparation, and prosecution of all animal cruelty cases. She earned a Bachelor’s degree in political science from Longwood University in Farmville, VA in 2003 and graduated cum laude with a juris doctorate from Mercer University’s Water F. George School of Law in Macon, GA in 2008.
