Interim Chief Digital Officer/CIO, Baltimore City Information Technology
With a proven track record in operational excellence and strategic leadership, Leyla Layman now serves as the Interim Chief Information Officer (CIO) for the City of Baltimore. She leads the Baltimore City Office of Information and Technology (BCIT), ensuring continuity and progress in the City's digital transformation efforts.
As a key member of BCIT's leadership team, Leyla worked closely with former CIO Todd A. Carter to drive critical technology initiatives that modernized citywide services. Her expertise in operational strategy and IT governance positioned BCIT to build on this momentum during her tenure as Interim CIO.
Under her leadership, BCIT remains steadfast in its commitment to a broad range of strategic IT initiatives that support Mayor Brandon M. Scott’s Mayoral Pillars:
- Strengthening Cybersecurity & IT Resilience – current efforts enhance the City's cyber defense systems and ensure long-term protection against emerging threats while bolstering network reliability and IT infrastructure resiliency.
- Overhauling CitiWatch Camera Infrastructure – multiple projects strengthen the reliability and management of Baltimore’s CitiWatch camera network, a key public safety initiative.
- Expanding Digital Equity & Broadband Access – Baltimore’s nationally recognized Broadband and Digital Equity Program improves internet access to senior centers, recreation centers, housing units, and community-based organizations.
- Enterprise Technology Modernization – implementation of major citywide enterprise applications includes:
- Workday – Modernizing HR, finance, and workforce management systems.
- Unifier – Enhancing project and asset management.
- Paymentus – Improving the City’s digital payment processing system.
- IT Consolidation for Efficiency & Cost Reduction – the integration of multiple agency-specific IT functions into BCIT improves efficiency, service delivery, and reduces costs across departments.
Before joining the City of Baltimore, Leyla served as the Chief Operating Officer at Young Audiences, a statewide nonprofit dedicated to integrating arts into children's education. In this capacity, she managed strategic initiatives to increase program effectiveness and worked to identify and create systems to improve operating efficiency.
Prior to her tenure at Young Audiences, Leyla was the Deputy Executive Director of Operations and Chief of Staff for the Maryland Department of Human Services’ Child Support Administration. In this role, she managed strategic initiatives to increase program effectiveness and worked to identify and create systems to improve operating efficiency.
Leyla has lived in Baltimore City for over 20 years and is deeply committed to leveraging technology to improve city services and expand opportunities for all residents. She is a graduate of Northwestern University.
As Interim CIO, Leyla is dedicated to ensuring that Baltimore remains at the forefront of digital innovation. She will continue to drive BCIT’s mission to modernize city services, bridge the digital divide, and implement technology solutions that enhance efficiency, security, and accessibility for all Baltimore residents and businesses.
