Director of Government Relations
In December 2016, Ms. Stokes began as director of Government Relations for the City of Baltimore. She serves as the City’s chief lobbyist to the Baltimore City Council and the Maryland General Assembly, promoting Mayor Cathe-rine E. Pugh’s priorities. As a member of the Mayor’s senior staff and cabinet, she works to develop and execute legislative, budget, and policy agendas for the City of Baltimore.
Prior to this role, Ms. Stokes served as director of Philadelphia Mayor Michael Nutter’s Office of Transition Planning. She worked with all city agencies to develop a compendium of city operations and critical issues for the next ad-ministration. Prior to working for the Nutter Administration, Ms. Stokes served as the deputy director of Pennsylvania Governor Tom Corbett’s south-east regional office and as executive director of the state-wide Advisory Com-mission on African-American Affairs. In these roles, she cultivated relation-ships with constituents and local and state officials, and developed strategies to build support for the governor’s legislative agenda. Ms. Stokes also worked in communications for President George W. Bush’s gubernatorial and presi-dential campaigns.
Ms. Stokes earned her Bachelor of Arts in English from the University of Vir-ginia and her Juris Doctor from the University of Virginia School of Law.
