In December 2020, Mayor Brandon M. Scott appointed Chris Shorter to serve as the first Chief Administrative Officer for the City of Baltimore, Maryland. In this role Chris is responsible for the day-to-day operations of the City government.
Prior to his appointment in Baltimore, Mr. Shorter served as the Assistant City Manager for Health, Environment, Culture and Lifelong Learning within the City of Austin, Texas. In this role, Chris supported the Austin Parks and Recreation Department, Austin Public Health, Austin Public Libraries, Austin Resource Recovery (Solid Waste Management), Animal Services and the Office of Sustainability.
Prior to his appointment as Assistant City Manager, Chris served for over 10 years in various leadership roles for the District of Columbia government, including an appointment by Mayor Muriel Bowser to serve as the Director of the DC Department of Public Works in 2015. The agency provides environmental sustainability and protection, as well as, solid waste management, parking enforcement and fleet management services. Chris also served as the Chief Operating Officer for the Department of Health; and the District Department of Youth Rehabilitation Services.Prior to joining the District Government, Shorter worked for the Port Authority of New York and New Jersey.
Chris received his Masters of Public Administration degree from the University of Pittsburgh’s Graduate School of Public & International Affairs and a Bachelor of Science degree in economics from Florida Agricultural & Mechanical University in Tallahassee, Florida
