Mayor Brandon M. Scott and Department of Transportation Announce Expansion of the Charm City Circulator's Green and Orange Routes

BALTIMORE, MD (Wednesday, November 19, 2025) - Today, Mayor Brandon M. Scott and Department of Transportation Director Veronica P. McBeth announced that service improvements and route expansions will soon begin along the Charm City Circulator's Green and Orange Routes.

"We're focused on expanding transit access in every single neighborhood of our city, especially those that have been without reliable transit for far too long," said Mayor Brandon M. Scott. "The Green Route expansion will connect residents in Broadway East, Oliver, and East Baltimore Midway to greater job opportunities and essential services. And a new stop on the Orange Line will extend access to Maritime Park in Fells Point. This is about more than just moving buses; it's about providing fast, friendly, and free transit for all Baltimoreans."

Beginning on Sunday, December 7, 2025, service along the Green Route will be extended to the East Baltimore neighborhoods of Broadway East, Oliver, and East Baltimore Midway. The new Green Route will continue serving major destinations, including the downtown business district, the Johns Hopkins Hospital campus, and multiple Metro stations, while expanding service to new areas, including the Inner Harbor, Orleans Street, North Broadway, and North Avenue.

The Green Route will provide enhanced connectivity, a more direct connection to downtown, and greater access to employment, health care, schools, and other essential services. As part of the new alignment, Green Route buses will be rerouted from Fleet Street and Broadway south of Fayette Street to provide Circulator service to portions of Orleans Street and North Broadway not currently served by public transit.

In addition to the Green Route improvements, the Orange Route will also be expanded. As part of the new alignment to maintain Circulator service in the Harbor Point area, the Orange Route will begin serving the Maritime Park stop along Caroline Street.

"We are thrilled to launch these improvements to the Green and Orange Routes, but our work does not stop here," said Director Veronica P. McBeth. "These enhancements are just the beginning of smart, sustainable transit planning in action to develop a long-term, equitable roadmap for fare-free Circulator service."

Once enhancements begin on December 7th, the Green Route will operate on a 20-minute frequency, and the Orange Route will run with headways of approximately 10-minutes. Riders are encouraged to download the Passio Go! App to track bus locations in real time.

These service improvements are a direct result of the comprehensive Transit Development Plan (TDP) process conducted in 2021 and 2022, which aimed to improve the equity of service and create a long-term roadmap for Circulator service. The strategic changes utilize the Circulator's existing 23-bus fleet and operate within the current budget. The Baltimore City Department of Transportation continues to work with partner agencies and project stakeholders to determine implementation and feasibility of future changes outlined in the Transit Development Plan.
