Mayor Scott Releases Downtown RISE Master Plan for Public Input

BALTIMORE, MD (Tuesday, August 19, 2025) - Mayor Brandon M. Scott today released the draft of Downtown RISE: A Master Plan for Downtown, a bold new vision for the future of Downtown Baltimore. The Master Plan outlines how we'll build a more vibrant, walkable, and welcoming downtown and we want your input.

This plan is the third phase of Mayor Scott's Downtown RISE initiative, launched in 2023, and follows a series of near- and medium-term strategies already underway to boost public spaces, attract investment, and support businesses old and new. It will serve as a living document and will be updated regularly as progress is made and as opportunities for collaboration and funding evolve. Now, with the release of this long-term vision, Baltimoreans have the chance to shape what comes next.

"We're committed to building a Baltimore where everybody can thrive. That means investing in Downtown: the heart of our city, where so many residents gather, dine, work, and play," said Mayor Brandon M. Scott. "Whether it's supporting small businesses, investing in green spaces, improving transportation options, bringing in exciting events and festivals, or any other big ideas, we want to hear from Baltimoreans about their vision for Downtown. This plan is a blueprint for the future- one we're building together."

The Master Plan was developed in collaboration with Governor Wes Moore's Administration, Downtown Partnership of Baltimore, and a broad group of local stakeholders. In the coming weeks, this Master Plan will be presented to the Baltimore City Planning Commission for review, public comment, and, ultimately, adoption as a City-led Master Plan.
