Agenda:  Members of the public are invited to attend and offer their vision for a revised City Charter. Comments may include specific changes to the existing Charter and ideas regarding the process for amending the Charter.

Public Testimony: Public comment is an opportunity to share your ideas and for Commission members to listen.

Commission Duties: 

The Commission shall review the City Charter, undertake a comprehensive study of its contents, and make findings and recommendations as to the necessity for deleting, adding, or amending its provisions to improve the efficiency and operations of City government.

Background:

On November 3, 2020, the voters of Baltimore City adopted Resolution 20-18, which amended the Baltimore City Charter to require a decennial Charter Review Commission. The current Charter Review Commission was established by Council Resolution 21-0085R.

Proposed Amendments by Commissioner Roger Hartley:

  1. Change the system of government from "Strong Mayor" to "Council Manager". 
  2. Change the process for selecting the Council President from an at-large election to a vote of the City Council.
