Baltimore City Digital Service is a new cross-functional team of technologists in the Mayor’s Office under Chief Data Officer Justin Elszasz.

We partner with departments and programs across city government and in the wider ecosystem to use human-centered design, data, and technology to consult on or build digital products and services that directly impact the lives of residents.

We use modern software delivery practices to quickly deliver usable, tested products, iterate based on user feedback and success metrics, and set up sustainable solutions. We prioritize high impact projects serving residents in the highest need.

Our Mission

We help city government deliver high-quality products and services to Baltimore residents by focusing on people, technology, and outcomes.

How We Work

people moving itemPartnership across the city

We partner with city departments and nongovernmental groups on the most pressing problems facing residents.

Clipboard task completed Action-oriented, iterative approach

We start with the problem, and move quickly to action. We learn through prototypes and getting ideas into the hands of the people who will use them.

ruler and pencilDesign with users, not for them

We practice human-centered design, talking to real users early and incorporating user feedback and experience throughout the process.

Smiley faceFocus on outcomes

We don't build technology for the sake of technology. We relentlessly pursue solving the user need and achieving measurable outcomes.

“I really believe that we can build a public digital infrastructure that’s open and that has opportunities for all parts of the community to engage and be part of how we do service delivery.”- Shelby Switzer
